yes, in all rounds of ṭawāf you should turn towards the ḥajar al-aswad with your feet also facing the kaʿbah. then recite the takbīr—whether in a manner similar to ṣalāh or otherwise—followed by istilām, which is done by pointing towards the ḥajar and then kissing your hands. immediately after that, turn to your right so that your left shoulder faces the noble kaʿbah. know that there are expressions in the classical fiqh books, and even in anwār al-bishārah of ala ḥaḍrat, which implicitly indicate that one should recite the takbīr—just like in ṣalāh—at every circuit, followed by istilām. however, as i mentioned earlier, both the takbīr and the istilām are sunnah. if you miss them, or are unable to perform them exactly as described, your ṭawāf is still valid. in point 13 ala hazrat says; "yuN hi saat phairay karo, magar baaqi pheroN maiN niyat karna nahiN" do the same in all cicuits except niyyah which is not done in rest of the circuits. this suggest that takbir is performed like salah in all 7 rounds. deobandi fatwa on performing takbir like salah and then istilam in every round see the quote of shami; ويفعل في كل شوط عند الركن الأسود ما يفعله في الابتداء he does in every circuit, at the black stone, the same thing that he does at the beginning.” i do not know about him—whether he is a sunnī or otherwise. my advice is that you refrain from studying deobandi works. even if the text does not openly contain deviant views, you may still be deprived of barakah: for you are setting out to seek forgiveness and blessings from your Lord Subḥānu wa Taʿālā, yet seeking knowledge from those who show disrespect towards Him ʿAzza wa Jalla and the beloved Prophet ʿalayhi afḍaluṣ-ṣalāti wat-taslīm is not a path that brings barakah.

Do you know if one stops while making the initial takbeer or if it's done in one motion? The book posted does not mention it. I have also purchased Shaykh Amjad Mahmood's translation of الحج والعمرة في الفقه الإسلامي , which should help in understanding all this.
(1613) عَنِ ابْنِ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا قَالَ طَافَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ بِالْبَيْتِ عَلَى بَعِيرٍ، كُلَّمَا أَتَى الرُّكْنَ أَشَارَ إِلَيْهِ بِشَيْءٍ كَانَ عِنْدَهُ وَكَبَّرَ ibn ‘abbās raDiyAllau a'nh narrated: the prophet alaihi afDalus salaat wat-tasleem performed ṭawāf of the ka‘bah while riding a camel. each time he reached the corner (of al-hajr al-aswad), he would point toward it with something he had in his hand and say takbīr.
yes, they raise their hands only the first time when making the niyyah. for istilām, the hands may be raised even lower than that, because it is simply a gesture of pointing toward the ḥajar. the height does not matter.
raising the hands up to the earlobes—similar to the takbīr—is done only at the time of making the niyyah for ṭawāf. after that, istilām is performed by kissing the blessed black stone or touching it. or, if touching it without harming or pushing others is not possible, then by raising both hands toward it and kissing them. it is sufficient to lift your hands toward the ka‘bah in the direction of the stone as if you are touching it, and then kiss them. istilām is a sunnah of ṭawāf. if you forget it, or if you do not say takbīr at the time of niyyah, your ṭawāf is still valid. however, intentionally leaving out a sunnah should be avoided as much as possible. yes takbir like the niyyah of prayer, then istilam no keep anwār al-bishārah with you and refer to the relevant section whenever needed.
As salaamu alaykum in sha Allah I will be going on Umrah soon. Does anyone have any guides or resources they could recommend? I am confused on the method of raising the hands, the first tabir and the first istilam at the black stone. Some guides say to raise hands like takbir in Salah for istilam itself. (e.g Maulana Muhammad Ilyas Qadri in a video titled Istilaam ka Tarika ) Others say to only raise the hands for the initial takbir opposite the Black Stone, not for istilam. and that istilam is done only by gesture or touching/kissing. The English Bahar e Shariat translation seems to separate the initial takbir and the act of istilam though the wording is unclear. I also have the English translation of al Hadiyya al Alaiyya by Muhammad Ala ad din Abidin, which is unclear about the manner of the takbir at the start, however it separates between that and the first istilaam.
